Description

  1. Background

 J-Sei Home in Hayward, CA is a small and warm nonprofit residential care home for the elderly (RCEF) licensed for up to 14 residents, but averages 11 seniors.  A calm and family-like environment for Asian Americans, primarily Japanese Americans, provides respectful and positive engagement and delicious food for our cherished residents.  Our Administrator of 10 years is leaving and J-Sei Home wants to find an excellent collaborative leader to work with our staff.  About half of our staff members have been with J-Sei Home for over five years.

 The Administrator/Director plans, organizes and directs daily operations and services and oversees the overall functioning of the home to enrich the lives of seniors.  An experienced Administrator/Director with strong experience in human resources, policies and procedures, care standards and delivery and family communication is needed.  Complete knowledge of regulations, budget management, and team building is a must.   A Director without a RCFE Administrator certificate may be hired, but the Director must attain the RCFE  Administrator certification within six months of employment and will receive an increase in salary at that time.  An involved team of caregivers, administration and families is already in place.

 The Administrator/Director must meet the following conditions to be employed and to continue employment.



Requirements

Education

  • Be a certified RCFE Administrator (by the State of California) or attain RCFE Administrator certificate within six months of employmenet
  • Bachelor's degree in health care, hospitality services, finance, or related field preferred
  • Training related to care management of individuals (and family members of individuals) experiencing memory loss and/or Alzheimer’s disease, dementia, or geriatric care is desired.

Experience

  • Two years of RCFE administrator preferred.
  • Minimum two years of experience in care management, home care, long-term care, independent case management, or other senior-service related field is desired.
  • Demonstrated leadership experience in the healthcare industry with a preference for experience in home care services and older adults services.
  • Must have knowledge of all applicable state regulations governing RCFE.
  • Minimum two years of experience supervising others to include: attracting staff, setting performance expectations, coaching, motivating, promoting collaboration and teamwork, promoting company culture, managing change, providing performance feedback, delegating effectively, resolving conflicts, etc.
  • Must meet all applicable federal and state license requirements
  • Exceptional compassion for and commitment to customer service and team member/ resident wellbeing
  • Strong leadership and management skills, including effective relationship building
  • Excellent written and verbal skills for effective communication and the ability to facilitate small group presentations.
  • Demonstrates good judgment, problem-solving, and decision-making skills.
  • Must be able to react in an emergency situation.
  • Ability to handle multiple priorities.
  • Demonstrated ability to manage budgets

III.        Duties

  • Plan, develop, organize, implement, evaluate, maintain, monitor, supervise and direct all community functions and overall operations, including programs, activities, policies and procedures and implement changes as necessary.
  • Build cohesive staff team through recruitment, employment and training of qualified staff, supervision, meetings and team building.
  • Serve as the liaison with State of California RCFE licensing, Alameda County Department of Public Health and other regulatory entities to comply with requirements
  • Provide or ensure the provisions of services to the residents with appropriate regard for the residents’ physical and mental well-being and needs, including those services identified in the residents’ pre-admission appraisal. 
  • Occasionally fill-in on caregiver shifts
  • Assure all necessary supplies/equipment are purchased, maintained, and accounted for at all times within the community.
  • Implement a varied and engaging life enhancement activities.
  • Develop one-on-one relationships with residents, families, and staff.
  • Arbitrate complaints and disputes concerning residents, family, and/or personnel.
  • Ensure each resident’s file and emergency information is maintained and updated as necessary.
  • Ensure each employee’s file is maintained and updated as necessary.
  • Establish consistent and responsive communication processes with resident families
  • Observe and enforce all sanitation, safety and infection control policies and procedures.
  • Conduct new and ongoing resident assessments and coordinate move-in and move-out details.
  • Effectively represent J-Sei Home in the public and conduct marketing and outreach.
  • Have the personal characteristics, physical energy, and competence to provide care and supervision and, where applicable, to work effectively with social agencies. 
  • Reports to the licensee J-Sei, Inc. Services Director and Executive Director
  1. Physical Requirements
  • Must be able to mobilize throughout the building.
  • Must be able to bend, sit and stand for long periods of time.
  • Must be able to lift and carry a minimum of 10lbs and a maximum of 25lbs with a minimum distance of 5 feet.
